The UK government has launched a national initiative backed by £442 million in funding to offer every person sleeping rough in England a route off the streets before Christmas.
The emergency package, announced on Wednesday, forms the centerpiece of Prime Minister Andy Burnham’s drive to eradicate rough sleeping, coming just one month after he made the issue his administration’s top priority. Fully funded from uncommitted budgets within the Ministry of Housing, Communities and Local Government, the initiative will provide immediate shelter alongside health, housing, and integration support.
Immediate Emergency Relief and Long-Term Housing
The funding package combines short-term emergency accommodation for the coming winter with long-term housing solutions, including plans for more than 1,000 settled homes over the next three years.
“No-one should have to bed down in a doorway or outside a station,” Prime Minister Burnham stated during the announcement. “We did it in the pandemic. We can do it again. But it needs all of us. Government will put the money in, but I’m asking leaders in communities and sectors across society to play their part locally too.”
Housing Secretary Angela Rayner emphasized that the government is moving “urgently from words to action,” targeting the largest share of resources toward areas facing the highest homelessness pressures. Local councils and regional mayors will oversee the distribution and delivery of support tailored to their communities.
Targeted Support for Women and National Autumn Summit
As part of the rollout, new guidance issued to local authorities places a specific focus on women experiencing homelessness—a group frequently underrepresented in official statistics and particularly vulnerable to violence and exploitation. Local councils are urged to establish single-sex accommodations featuring trauma-informed care for survivors of domestic and sexual abuse.
To support the initiative, the Home Office confirmed that Prime Minister Burnham will convene a national summit this autumn. The gathering will bring together leaders from business, finance, health, faith communities, and the charitable sector to establish long-term cross-industry strategies to prevent homelessness across England.
