Civilian now to head NYSC as Federal Government approves  comprehensive reform

As part of efforts to reposition the corps to meet current reality, the Federal Government has approved a comprehensive reform of the National Youth Service Corps, splitting orientation into three phases and introducing 11 specialised career streams for corps members.

The Federal Executive Council on Monday approved the overhaul of the 53-year-old scheme, described by the Minister of Youth Development, Ayodele Olawande, as the first holistic review since NYSC began in 1973.

Orientation Camp: Now 6 Weeks, 3 Phases

The Special Adviser to President Tinubu on Policy Coordination, Hadiza Bala Usman, said the camp period moves from 3 weeks to 6 weeks, broken into three 2-week phases.

Phase 1: Weeks 1-2 – Civic responsibility, national values, and leadership development.

Phase 2: Weeks 3-4 – Career mapping, basic accounting, financial literacy, business planning, access to finance, plus a structured career day with the public. 

Phase 3: Weeks 5-6 – Stream-specific training based on each corps member’s chosen stream, academic background, and skill profile.

11 Specialised Streams to Choose From

It states that every corps member must pick one stream at registration. 

The streams are:  Agric Corps Medical Corps Education Corps Tech and Digital Corps Legal Corps Public Service Corps Infrastructure Corps Green Corps Enterprise Corps Creative Economy Corps Paramilitary and Security Corps Corps members will be recognised under their stream, e.g. ‘Medical Corps’, and get tailored training in the final 2 weeks.

Other Key Changes

Security-based deployment: Posting will now factor in prevailing security realities across states, a “risk-sensitive deployment” model.

Civilian leadership: NYSC will now be headed by a civilian. The military will remain for corps security. 

New look: A redesigned uniform to reflect “professionalism and national pride” will replace the current outfit. The Passing Out Parade is scrapped for a new graduation ceremony. 

Camp upgrade: All NYSC camps will be graded and certified under a new national standard.

Why Now?

Usman said the reform touches “all strategic aspects” of NYSC — registration, deployment, camp duration, and skill recognition — to build human capital for a $1 trillion economy. The FEC has directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to amend the NYSC Act to give the changes legal backing.
